أعلنت روسيا تحفظها على خطة الرئيس الأفغاني بشأن تأهيل عناصر طالبان لكونها تفتقد أسسا واضحة، مشددة على مشاركة دول الجوار في حل مشاكل أفغانستان واستعدادها لدعم حلف الناتو في ذلك البلد.
