أشارت صحيفة ذي إندبندنت أون صنداي البريطانية إلى أن واشنطن ترفع الراية البيضاء في حربها الضروس على المخدرات بعد أربعين عاما من محاولتها مكافحة الآفة التي تنشر الفساد وتتسبب في إزهاق أرواح الآلاف.
