استبعدت الولايات المتحدة توقيع اتفاقية ستارت2 مع روسيا لخفض ترسانتهما من الأسلحة النووية خلال الأسبوع الجاري أثناء قمة كوبنهاغن للمناخ. وأكد المتحدث باسم البيت الأبيض روبرت جيبز أنه لا توجد خطط لحفل توقيع على معاهدة ستارت جديدة في العاصمة الدانماركية.
