اقترح الملياردير جورج سوروس على الدول الغنية استخدام الأرصدة الخاصة لصندوق النقد الدولي لتمويل جهود الدول النامية الرامية لمكافحة التغير المناخي, ورحبت تلك الدول بينما شكك الأوروبيون في إمكانية تنفيذ ذلك, وامتنع الصندوق عن التعليق عليها.
