اتهم دبلوماسي بريطاني سابق واشنطن بأنها كانت تنفذ جدولها الزمني العسكري الخاص لغزو العراق عام 2003 عوض تمكين الجهود الدبلوماسية استنفاد مهمتها بشكل كامل. وعبر الدبلوماسي جيريمي غرينستوك عن اعتقاده بأن واشنطن كانت ستشن تلك الحرب حتى لو قبلت تأخير ذلك لأشهر.
