من منظور الربيعي أصبح العراقيون "مواطنين بلا مواطنة" في دولة تديرها جماعات مسلحة، ويحرسها دستور فضفاض هو نتاج مساومات سياسية بين قوى مسلحة مع الاحتلال, وأصبح متوجبا على العراقي، ومن أجل تحقيق ذاته الحرّة، أن يخسر مواطنته لصالح هويته الجديدة المذهبية والإثنية.
