منذ أن تولى مهامه نائبا للرئيس الأميركي باراك أوباما ظل جوزيف بايدن يمثل الصوت المتشائم بشأن أفغانستان في الإدارة الأميركية والمعارض الأقوى لزيادة القوات الأميركية بهذا البلد, بل ورائد المشككين في مدى نجاعة إستراتيجية الرئيس في حل الصراع الدائر هناك.
