طالب الرئيس الفنزويلي هوغو شافيز والزعيم الليبي معمر القذافي بتعريف عالمي جديد للإرهاب. وبعد يوم من اختتام قمة زعماء دول أفريقيا وأميركا الجنوبية في فنزويلا، وقع الزعيمان وثيقة تحث على عقد مؤتمر عالمي لصياغة بنود جديدة لتعريف الإرهاب.
