وقعت سبع دول بأميركا الجنوبية على اتفاقية إنشاء بنك الجنوب برأسمال مبدئي يصل إلى 20 مليار دولار. ووقع على الاتفاقية في مدينة بورلمار الساحلية بفنزويلا زعماء من بينهم الرئيس البرازيلي لولا دا سيلفا ورئيسة الأرجنتين كرستينا فيرنانديز.
