ذكر تقرير للقائد الأميركي بأفغانستان الجنرال ستانلي ماكريستال أن السجون الأفغانية المكتظة تحولت إلى "ملاذ وقاعدة" يتخذها المسلحون للتخطيط للهجمات على القوات الدولية، وكذلك لتجنيد مقاتلين جدد، حسب ما جاء في صحيفة ذي غارديان اللندنية.
