أصدرت سلطات ولاية الخرطوم قرارا بتكوين ما سمّتها الخلية الأمنية في أعقاب قرار رئيس مجلس السيادة الانتقالي والقائد العام للقوات المسلحة عبد الفتاح البرهان قرارا بإعلان الطوارئ في العاصمة.
