رئيس الوزراء نوري المالكي يدعو الى تغيير الدستور العراقي على نحو يعطي سلطة اكبر للحكومة المركزية، ويقول ان الدولة العراقية "لا بد ان تبنى على اسس وطنية دستورية واضحة الملامح والصلاحيات".
