ارتبط اسم اللواء المتقاعد خالد نزّار بالعشرية السوداء التي شهدتها الجزائر في تسعينيات القرن الماضي إذ كان حينها وزيرا للدفاع. وعاد الرجل إلى الواجهة بعد إصدار مذكرة توقيف دوليه ضده.
