كشف تقرير لمنظمة هيومان رايتس ووتش أسماء أربعة وسبعين من قادة ومسؤولي الجيش ووكالات الاستخبارات السورية ، متهمين بالضلوع أو التغاضي عن عمليات قتل على نطاق واسع وتعذيب واعتقالات خلال الاحتجاجات المطالبة بإسقاط النظام منذ مارس آذار الماضي. ودعت المنظمة في ختام تقريرها بعد توثيق شهادات الجنود المنشقين مجلس الأمن إلى إحالة الوضع في سورية إلى المحكمة الجنائية الدولية والتحقيق مع المتهمين
