عززت إيران خلال الفترة السابقة نفوذها بأميركا اللاتينية حيث أقامت علاقات وطيدة على مختلف المستويات الاقتصادية والعسكرية مع دول المنطقة التي تشاطرها المشاعر المناهضة للولايات المتحدة، وسط مخاوف أميركية من استخدامها منصة لـ "عمليات إرهابية".
