اعتبرت الحكومة السودانية أن مذكرة التوقيف التي أصدرها مدعي المحكمة الجنائية الدولية بحق وزير الدفاع السوداني موجهة سياسيا ضد وثيقة الدوحة لسلام دارفور، وأن مضمونها يخدم بالدرجة الأولى أجندة الجماعات الرافضة لوثيقة الدوحة والساعية لوضع العراقيل أمام مسار تنفيذها.
