قالت صحيفة نيويورك تايمز إن مجلس النواب الأميركي أقدم أمس على خطوة نادرة بتمرير قرار يسمح بتسهيل هجرة ذوي المهارات العالية من الصين والهند بحيث يصبحون مقيمين شرعيين ودائمين على التراب الأميركي.
