تُثار مخاوف من أن ينقلب خلاف إداري بين محافظة كربلاء التي تسكنها أغلبية شيعية ومحافظة الأنبار ذات الأغلبية السنية إلى صراع طائفي حول جزء متنازع عليه من الصحراء في غرب العراق بينما تخرج البلاد من حرب استمرت سنوات.
