وقع قادة صوماليون على خريطة طريق لتشكيل حكومة تحل محل الانتقالية الحالية. وأكد الرئيس شريف شيخ أحمد أنه ملتزم بتنفيذ تلك الخريطة. وقالت الأمم المتحدة إن الزعماء الصوماليين يعتزمون إجراء انتخابات في غضون 12 شهرا.
