دعت كل من الولايات المتحدة وفرنسا وبريطانيا الدول المجاورة لليبيا إلى تشديد الرقابة على الحدود لمنع تهريب أسلحة وذخائر ومنع المطلوبين للعدالة الدولية من مغادرة ليبيا وتسليمهم. تأتي هذه الدعوة بينما تسارعت وتيرة الاعتراف بالمجلس الوطني الانتقالي ممثلا شرعيا ووحيدا للشعب الليبي من قبل دول مجاورة كمصر وتونس والمغرب في حين ظل الغموض يلف موقف الجزائر وموريتانيا.
