طرح ثلاثة خبراء أميركيين أربعة اقتراحات لما وصفوه بإعداد أفغانستان لمرحلة الانسحاب الأميركي منها، مشيرين إلى أن النهج الأميركي في التركيز على بناء قوات الأمن الأفغانية وإضعاف المتمردين عبر الضغط العسكري غير مجد.
