دعا وزير الخارجية الإيطالي سكان طرابلس للانتفاض على القذافي، في وقت يحقق الثوار مزيدا من الاختراقات، وسط نفي من المجلس الانتقالي لوجود مفاوضات مع النظام، وتأكيدات غربية لها، بينما تستعد منظمة دولية لإجلاء آلاف العالقين بليبيا.
