أطلق المفوض السامي للأمم المتحدة لشؤون اللاجئين أنتونيو غوتيريز وفاليري أموس مساعدة الأمين العام للأمم المتحدة نداءات عاجلة للمجتمع الدولي للمساعدة في إغاثة اللاجئين في القرن الأفريقي من الصومال وإثيوبيا وجيبوتي.
