نشر موقع ويكيليكس المنادي بشفافية المعلومات الحكومية برقية دبلوماسية أميركية صادرة من السفارة الأميركية ببغداد في 25 يوليو/تموز 1990، تتضمن رسالة شفهية من الرئيس العراقي الراحل صدام حسين إلى الرئيس الأميركي الأسبق جورج بوش الأب.
