اقترحت فرنسا لجنة تضم أعضاء التحالف الدولي ضد القذافي تشرف على العمليات، وسط خلافات على دور الناتو، في وقت قال فيه البيت الأبيض إن واشنطن وأنقرة اتفقتا على أن تطبيق الحظر الجوي"سيحتاج جهدا دوليا واسعا"، وأبدت روسيا قلقا للاستعمال "العشوائي" للقوة.
