توصل الاتحاد الأوروبي اليوم إلى اتفاق العقوبات على نظام العقيد الليبي معمر القذافي لتشمل صندوق ليبيا السيادي, وهو ما يضيق أكثر الخناق على هذا النظام مع انضمام مزيد من الدول إلى العقوبات.
