اتهم تقرير أعدته منظمة هيومن رايتس ووتش لحقوق الإنسان إسرائيل بممارسة تمييز عنصري ممنهج ضد الفلسطينيين في الأراضي الخاضعة لسيطرتها من الضفة الغربية، وقال إنها تحرم الفلسطينيين من الخدمات الرئيسية كالكهرباء والماء والطرق وتطردهم أو تدفعهم للنزوح، وهو ما أغضب إسرائيل.
