حذرت مفوضية المساواة وحقوق الإنسان البريطانية من خطط الحكومة لإصدار توجيهات تسمح لأفراد الشرطة بإيقاف الناس في الشارع وتفتيشهم على أساس لون بشرتهم، وقالت إن ذلك يمكن أن يعتبر تصرفا عنصريا.
