تسعى الولايات المتحدة إلى توسيع نطاق وجودها في باكستان عبر تدريب الجيش الباكستاني على مهمات إغاثية بهدف كسب تعاونه في تعزيز الدور الأميركي لمواجهة "المسلحين الإسلاميين" على الأراضي الباكستانية التي لا يصل إليها الجنود الأميركيون.
