أقر البرلمان الأوكراني -عشية وصول وزيرة الخارجية الأميركية هيلاري كلينتون إلى كييف في الثاني من الشهر الجاري- قانونا للسياسات الخارجية، يقضي بالتزام الحيادية وعدم الانتماء إلى الأحلاف العسكرية.
