أبدى محللون شكوكا بشأن قدرة العقوبات الجديدة على كبح الطموحات الإيرانية. فإيران –كما يذكرون في صحف بريطانية- تمكنت تماما حتى الآن من الالتفاف حول العقوبات, وهي لا تزال تبحث في الوسائل اللازمة لنقل المعدات والإمدادات الأخرى التي تحتاجها.
